PWD Tuikhuahtlang (full name, sub office.. ) faced growing challenges with their paper-based administrative processes. The traditional system was time-consuming, error-prone, and increasingly difficult to manage. Recognising the need for a digital transformation, the institution partnered with LAILEN to design and implement a comprehensive paperless e-office system tailored to their unique operational needs.

Our goal was to streamline workflows, improve document management, and enable real-time collaboration across departments—all while ensuring data security and user accessibility. Through close consultation, agile development practices, and a deep understanding of the client’s challenges, we delivered a robust digital solution that replaced paper-driven processes with a centralised, cloud-based platform.

  • High Operational Overhead: Massive budgets and physical spaces were dedicated purely to paper procurement, printing, courier services, and physical file storage.

The Solution: LAILEN e-Office Platform

LAILEN developed a centralized, enterprise-grade e-Office platform tailored to the specific hierarchical workflows of the Public Works Department. Built with scalability, ease of use, and security at its core, the platform digitizes the entire lifecycle of a government file.

  1. Electronic File Tracking System (e-File): Allows users to create, note, link, and attach digital documents, automating the entire internal file movement process.
  2. Dynamic Workflow & Hierarchy Mapping: Replicates the official government hierarchy, ensuring files are automatically routed to the appropriate officer based on designation and department rules.
  3. Integrated Digital Signatures (e-Sign / DSC): Ensures absolute security and administrative compliance by enabling officers to legally sign off on documents electronically.
  4. Advanced Search & Archival Engine: Powered by metadata indexing, allowing officials to locate historical records, project files, or circulars in seconds.
  5. Real-time Audit Trails: Tracks every action taken on a file—who viewed it, who signed it, and when it was forwarded—ensuring complete accountability.

Frontend: vue.js for a highly responsive, modern, and user-friendly user interface.

Backend: php with laravel framework providing robust, secure RESTful APIs to handle complex workflow routing.

Database: Mysql for reliable, relational, and ACID-compliant transactional data management.

Cloud Infrastructure & Hosting: Deployed on secure, localized cloud servers utilizing a high-availability architecture with automated daily backups and disaster recovery protocols.

Security Layer: End-to-end SSL/TLS encryption, Role-Based Access Control (RBAC) to prevent unauthorized internal or external data access.
